Ratner moved to Las Vegas with his family in 1957 and graduated from Las Vegas High in 1962. He became executive director of the Nevada State Athletic Commission in August 1993, placing him ringside during a turbulent and commercially important boxing era.
His later work included regulatory affairs for the UFC. He also officiated school and college football and worked with Southern Nevada high-school officials. His career connects the headline fight business to the less visible systems that make competition possible: licensing, officials, event supervision and consistent rules.
